Within the scope of the activity A.1.1.9. “Develop recommendations for the development of a legislation on the functioning of municipality-led enterprises in line with EU Member States experiences”, a pilot visit was conducted to Istanbul Esenler Municipality on 20-21 January 2022. With the participation of ESKON Chairman Mr. Faruk Aydın and other department managers in Esenler Municipality enterprise ESKON A.Ş., proposed legislative changes and implementation guidelines were discussed and their opinions were received in order to improve the legislative framework regulating municipal/provincial special administration enterprises and budgetary operations in local administrations and to work on the preparation of an implementation guideline. Legislative Recommendations Report will be developed and an Implementation Guide will be prepared with the studies to be carried out with the pilot institutions.
