Dr. Volkan Recai Çetin

Starting his career as a project engineer in the private sector after his undergraduate study in civil engineering, Mr. Volkan Recai Çetin has worked as a Planning Specialist at the State Planning Organization and the Ministry of Development since 2001 and has worked in the fields of infrastructure, policy and regulation of the transportation and logistics sectors. He worked as the Head of the Transportation and Logistics Department at the Presidency of Strategy and Budget of the Turkish Presidency in the 2017-2020 period. Having completed his master’s degree in public administration at Cornell University and PhD studies in Public Economics at Ankara University, he worked on transportation economics and finance, as well as public-private partnerships at the University College London Transportation Studies Center. He currently serves as Senior Consultant for the World Bank’s Transportation Sector, as Key Expert for the Effective Local Service Delivery Component of LAR-III Project and works as a part-time lecturer at Istanbul Commerce University.
