Mustafa Ferhat Emil

M. Ferhat Emil works as Chief Technical Advisor of LAR III Project under Inclusive and Democratic Governance Portfolio in UNDP Turkey. He graduated from Ankara University, Faculty of Political Sciences, Department of Economics and Finance in 1977. Since 1978, he has worked at the Turkish Treasury in various positions including the Deputy Undersecretary until his retirement in 2003. During this period, he served as the director of departments such as the preparation and implementation of state budget, treasury debt and cash management, IMF-World Bank relations, economic research and government incentives. He received his master’s degree in the field of economic development at Northeastern University, USA in the period of 1982-1984. Mr. Emil also works as a part-time instructor in the Department of Economics at Bilkent University since 1996, giving lectures on Public Finance, Turkish and World Economy in the 20th Century and Public Sector Governance. Previously, he also worked as a consultant in the areas of organizational development, budget reporting, planning and budgeting at the provincial level, preparation of citizens’ budgets, participation of civil society in budget processes for central and local governments in various countries on behalf of the Swedish Association of Local Authorities and Regions, as well as Financial Services Volunteer Corps-New York and took part in the preparation of handbooks in those areas. Besides, prior to LAR III, Mr. Emil worked at UNDP Turkey as a Key Expert in the areas of improvement of financial management and institutional structures of municipalities and local government associations in the periods of 2005-2007 (LAR I) and 2009-2011 (LAR II).
