The third phase of the Local Administration Reform Project has been launched

The start of the Local Administration Reform Phase III Project (LAR III) was officially announced with a high-level opening ceremony held in Ankara. The event gathered the representatives of the Ministry of Interior (MoI), Ministry of Environment, Urbanization and Climate Change, the Union of Municipalities of Turkey (UMT), the Provincial Governorates, Metropolitan, Provincial and District Municipalities, Special Provincial Administrations, relevant NGOs, experts specialized in local administrations, public officials and members of the press.

The event commenced with the opening speeches of Mr. Kayhan Özüm, the Deputy Secretary General of the UMT, Mr. Ahmet Hakan Atik, the Head of the Project Implementation Department of the Directorate for EU Affairs of the Ministry of Foreign Affairs, Mr. Sukhrob Khojimatov, Deputy Resident Representative of UNDP Turkey, Mr. Bartosz Michal Przywara, Head of Trade and other EU Policies Section of the Delegation of the European Union to Turkey, Mr. Turan Konak, the Director General of Local Authorities of the MoEU and Ali Çelik, Director General of Provincial Administrations of the MoI respectively.

Following the opening speeches, Mr. Ferhat Emil, the Chief Technical Advisor of LAR III Project, made the project introduction presentation, consisting of a narrative history of LAR Projects and details of LAR Phase III based on general overview and components of the Project. The program was followed by the speech of Prof. Dr. İlhan Tekeli who is a recognized name in the field of city and regional planning.

Two technical panel discussions took place in the scope of the event. The first panel “Participatory Mechanisms for Local Administrations” was held under the moderation of Ms. Seher Alacacı Arıner, Assistant Resident Representative of UNDP Turkey with the participation of Prof. Dr. İlhan Tekeli, Assoc. Prof. Dr. Savaş Zafer Şahin, Mr. Necati Binici , President of the Union of Citizens’ Assemblies of Turkey and Mr. Cemal Baş, Head of Project and Financing of the UMT.

Following the first panel, Mr. Glendal Wright who is very experienced in the fields of public financial management, program development and delivery in budget, finance and local government services, made a keynote speech on the “Financial Sustainability of Municipalities”. In the second panel the issue of financial sustainability of municipalities in Turkey was discussed under the moderation of Prof. Dr. Ayşegül Mengi with the participation of Mr. Glendal Wright, Mr. Baki Kerimğlu, the Deputy Secretary General of Ankara Metropolitan Municipality and Mr. Emrullah Töremen, Head of Department of the Directorate General of Local Authorities of the MoEU. The program ended with a plaque ceremony.

Component 1: Effective Local Service Delivery

A.1.1.1. Establish a Support Group on Legislation Drafting Process of MoI and MoEU (SGLDP) and Consultative Group of Local Authorities (CGLA)

The Support Group on Legislation Drafting Process (12 members) and the Consultative Group of Local Authorities (10 members) composed of the Ministry of Interior and the Ministry of Environment, Urbanization and Climate Change officials and the specific groups for selected topics were established.

A.1.1.2. Develop recommendations for the development of a draft legislation for strengthening the loan system of local authorities through assessment of country experiences

The activity has been completed.

Outputs

Comparative Assessment Report and Recommendations Report on Strengthening the Loan System of Local Authorities in Turkey were prepared. The report focuses on the borrowing aspects of the municipal loan system as per the request of the Beneficiaries.

Workshops

  • In order to complement the fact-finding mission, a workshop took place, as part of the workshops conducted on 23-24 May 2019, with the participation of newly established support groups so that the insights and inputs from the municipalities are incorporated to the report.

Comparative Assessment Report prepared within the scope of the activity was presented in the workshops held in Ankara on 17-20 June 2019. The Comparative Assessment Report covering the five EU member states (UK, Germany, Denmark, Hungary, Poland) was completed in September 2019, translated into Turkish in November 2019 and sent to the Beneficiaries at the SGLDP and CGLA meetings.

A.1.1.3. Develop recommendations for the development of a draft legislation for increasing the income of local authorities in line with other country experiences

The activity has been completed.

Fact-finding meetings and interviews with 5 MMs (Ankara, Konya, Tekirdağ, Kocaeli, Denizli), 5 Metropolitan District Municipalities (Ankara Çankaya, Altındağ and Polatlı; Konya Selçuklu and Meram), 2 Province Municipalities (Elazığ and Kırıkkale), 2 District Municipalities (Gerede and Akçakoca) in Turkey and 5 Municipalities and 3 relevant institutions in EU Member states (Milan Metropolitan Municipality and Thiene Municipality from Italy, Zabierzow Commune from Poland, City of Debrecen Municipality from Hungary, Prag Municipality from Czech Republic, Vallentuna Municipality from Sweden, Latvia Local Government Association, Barcelona City Council and Barcelona Municipal Finance Institute from Spain, Slovenian Ministry of Finance) were conducted through online communication tools.

Comparative Assessment and Recommendations Report were completed and the findings of the reports were discussed and presented during the virtual meeting of SGLDP and CGLA on 23 December 2020.

A.1.1.4. Develop recommendations for amendment of the relevant provisions of the Law No: 3572 and Regulation for Business License

The activity has been completed.

The activity was launched in February 2020. Fact-finding visits to the Union of Municipalities of Turkey (UMT), Ankara Chamber of Commerce and the Confederation of Turkish Tradesmen and Craftsmen, Ankara Metropolitan Municipality and District Municipalities (Çankaya, Keçiören, Yenimahalle, Altındağ) were conducted on 25-27 February 2020.

The Comparative Assessment and Legal Recommendations Report was completed by receiving the feedback of beneficiary institutions and selected municipalities, and was discussed during the 5th SGLDP&CGLA meeting held online on 11 November 2020.

A.1.1.5. Develop the standards and principles for the establishment of an effective human resources management system in local administrations

The activity was initiated in March 2021.

Fact-finding studies were held with representatives from Presidential Human Resources Office, MoEUCC, MoI, Union of Municipalities, Unions and selected 15 Turkish municipalities. 

Online fact-finding meetings and desk review on standards and principles of human resources management in EU member states with good practices and lessons learned were conducted to compare them with the practices in Turkey.

Draft standards and principles were prepared based on the findings and results from international and local fact-finding meetings as well as desk review.

Two 2-days consultative meetings were organized in Ankara with the participation of 22 representatives of CGLA and 23 representatives of other selected municipalities in order to discuss the first draft standards and principles. Final principles and standards were developed following the conduct of consultative meetings.

A.1.1.6. Develop the service standards ensuring the MMs and its District Municipalities to use 10% of their budgets for the infrastructure works in rural areas (as defined in the Law No: 6360)

The activity has been completed.

Online fact-finding meeting with the representatives of Konya MM, Tekirdağ MM, Muğla MM, Ankara MM, Eskişehir MM, Balıkesir MM, Polatlı Municipality, Water and Sewerage Administrations of Ordu, Erzurum and Muğla was conducted on 24 February 2021.

Online fact-finding meetings with 4 selected EU Municipalities (Portugal, Slovenia, Spain and Croatia) were held.

Results and findings from fact-finding studies as well as draft service standards were discussed during the half-day consultative meeting held in Ankara with 18 representatives of 5 selected MMs, 2 selected WSAs, 1 district municipalities, Presidency of Strategy and Budget, Union of Municipalities and MoEU on 4 August 2021.

Service Standards Report and Recommendations Report for improvement based on the developed standards were prepared and will be shared with the 3 referred municipalities and then with all 30 MMs.

A.1.1.7. Develop a comparative assessment on effective collection of municipal accounts receivable

The activity was completed.

Online interviews with 4 Metropolitan Municipalities (Konya MM, Adana MM, Eskişehir MM, Tekirdağ MM), 2 Metropolitan District Municipalities (Ankara Altındağ, Konya Selçuklu), 3 Province Municipalities (Erzincan, Kütahya, Zonguldak), 4 District Municipalities (Çanakkale Bayramiç, Tokat Turhal, Bolu Gerede, Düzce Akçakoca) in Turkey were conducted. In this regard, current situation of the effective collection of municipal accounts receivable was analysed and drafted as the major input for the comparative assessment report.

Additionally, Milan Metropolitan Municipality (Italy), Thiene Municipality (Italy), Prag Municipality (Czech Republic), Vallentuna Municipality (Sweden), Zabierzow Commune (Poland), Debrecen Municipality (Hungary) as well as Latvia Local Government Association, Barcelona Municipal Finance Institute, Slovenian Ministry of Finance were interviewed for assessing and analysing the EU experience on the municipal accounts receivable. In the online interviews, the most common methods of payments for municipal taxes and the collection of overdue receivables including factors which improve the collection rate were reviewed in individual country cases to see how they cope with accounts receivable problem. Beside legal structure of the accounts receivable implementation in the municipalities interviewed, recent reforms and/or revisions in the legislation regarding municipal revenues collections and receivables were also evaluated to understand what the main motivation of the reform process was and how it worked.

The Comparative Assessment and Recommendations Report was completed and discussed during the 6th SGLDP&CGLA meeting held online on 23 December 2020.

A.1.1.8. Develop a performance management system to be adopted in MMs and District Municipalities

A desk review was conducted on approaches to performance management in other European countries.

The Report on the Development of the Performance Management System to be Implemented in Metropolitan and District Municipalities was completed by the international expert.

Online interviews were conducted with 5 Metropolitan Municipalities and 5 Metropolitan District Municipalities for fact-finding purposes and selection of pilot municipalities.

Online interviews and desk meetings were held with the selected EU countries.

The report on good practices and lessons learned in EU countries on performance management tools in local administrations was completed in May 2021.

In April 2021, the “Comparative Situation Analysis Report on Performance Management Tools” was completed and considering the interviews with 10 municipalities, four metropolitan municipalities and four metropolitan district municipalities were selected for the short list within the framework of the criteria for the selection of the pilot municipalities. (Şahinbey Municipality, Denizli Metropolitan Municipality, Pamukkale Municipality, Eskişehir Metropolitan Municipality).

Th national and international experts conducted interviews and trainings with these pilot municipalities online in June 2021, as well as physical and online in July 2021.

The results of the interviews and focus group discussions were compiled into a report for discussion at regional meetings.

In August 2021, 4 regional consultation meetings were held in Gaziantep, Eskişehir, Denizli and Konya in August and September 2021, respectively, with approximately 100 participants each, to discuss the reports of interviews and focus group meetings and to prepare performance programmes.

Draft policy recommendations were prepared, consisting of the findings of the consultation meetings and recommendations on performance management programs.

Two two-day face-to-face trainings were organized in 4 pilot municipalities.

With reference to the target of preparing the budgets of local administrations in accordance with the performance-based program budget system, “Performance-Based Program Budget Preparation Guide” will be prepared within the scope of the relevant activity at the current stage. Prior to the preparation of the guide, in the meeting organized on 22-23 December 2021, with the participation of the representatives from the beneficiary institutions, especially the Ministry of Environment, Urbanization and Climate Change and the Ministry of Interior, the central institutions, the Union of Municipalities of Turkey, MMs, the district municipalities, the special provincial administrations, the water and sewerage administrations, a working group was formed and the opinions and contributions of the participants were received.

A.1.1.9. Develop recommendations for the development of a draft legislation on the functioning of municipality-led enterprises in line with EU Member States experiences

Online fact-finding meetings were conducted with 12 representatives from selected 5 MMs, 1 municipality-led enterprise, 4 district municipalities, as well as 4 selected EU municipalities.

Based on the results and findings of the fact-finding meetings, a draft comparative assessment report and first draft legislative framework report were prepared.

2 two-days consultative meetings were organized in August 2021 with the participation of 54 representatives from 14 MMs, 9 municipality-led enterprises, 7 district municipalities, Turkish Court of Accounts, MoEUCC, MoI, Presidency of Strategy and Budget in order to discuss the results of the comparative assessment report and first draft legislation.

A.1.1.10. Develop recommendations for the development of a draft legislation regulating the legal and institutional infrastructure of Water and Sewerage Administrations

Online fact-finding meetings were conducted with 13 representatives from 12 water and sewerage administrations.

Based on the results and findings of the fact-finding meetings, a draft of comparative assessment report and first draft legislative framework report were prepared. These reports were presented and discussed during two two-day consultation meetings held in Ankara on 20-23 September 2021.

A.1.1.11. Conduct technical visits to 3 EU member states

The first study visit of LAR III Project was conducted to Spain on 10-16 November 2019. The senior officials from the Ministry of Interior, Directorate General of Provincial Administrations and the Ministry of Environment and Urbanization, Directorate General of Local Authorities, the representatives of the Support Group on Legislation Drafting Process and the Consultative Group of Local Authorities, as well as the Chief Technical Advisor, M. Ferhat Emil and the Key Expert on Effective Local Service Delivery, Prof. H. Hakan Yılmaz from the UNDP LAR III Project Technical Assistance Team participated in the study visit. During the visits to Barcelona and Madrid hosted by the European Institute of Public Administration (EIPA), various meetings were held with senior officials and experts from the central governmental institutions and local authorities.

The participants came together with the senior officials of the Barcelona Municipal Council (Ajuntament de Barcelona), Barcelona City Council (Diputacio de Barcelona), Barcelona Activa (Barcelona Municipal Enterprise), Madrid Municipal Council Water and Sewerage Administration and the Directorate of Parks and Gardens and found opportunity to receive information about the provision of public services in local administrations, financial structure and budgeting processes, the processes of citizens’ participation in the decision-making mechanisms of local administrations and technology-based business development practices for local economic development through municipal enterprises during these meetings.

The delegation also exchanged information about the Spanish local administration system and the related issues with the Secretary General of the Federation of Municipalities and Provinces of Spain (FEMP) and its team, as well as the Ministry of Regional Policies and Public Service, Directorate of Autonomous Regions and Bilateral Relations. In the last part, a meeting was held with the Director and Deputy Directors of the Office of the Conflicts of Interest, affiliated with the Spanish Ministry of Regional Policies and Public Service and exchanged views on the practices related to the fight against corruption and ethical management of public officials in local authorities.

Barcelona City Council (Diputacio de Barcelona) visit

The second study visit of LAR III Project within the scope of the activity “Conduct technical visits to 3 EU member states” was conducted to France on 2-6 March 2020. The officials from the Ministry of Interior, Directorate General of Provincial Administrations and the Ministry of Environment and Urbanization, Directorate General of Local Authorities, the representatives of the Support Group on Legislation Drafting Process and the Consultative Group of Local Authorities, as well as the Key Expert on Effective Local Service Delivery, Prof. H. Hakan Yılmaz and the Project Associate, Aylin Arıkan from the UNDP LAR III Project Team participated in the study visit. Previously planned meetings on technical issues with the senior officials and experts from the central government and local government agencies were held and the views were exchanged during the visits to Paris and Bordeaux organized by the European Institute of Public Administration (EIPA) and hosted by the French Ministry of Interior and Bordeaux Municipality.

Our participants met with the senior officials from the French Ministry of Interior, European Harmonization Policy Board of the National Regional Compliance Agency, National Office of the Bio-Diversity, National Observatory of the Public Services of Water and Water Cleansing, Bordeaux Metropolitan Municipality as well as some local agency and institutions and found the opportunity to analyse and evaluate the local practices in such areas as public administration system in France, the structure of local administrations, public service sharing, financial management system, income and borrowing system of local administrations, legal and institutional structure of business licensing, rural development and services, legal and institutional structure of water and sewerage administrations, governance issues, as well as the legislation and practices related to relations between central government and municipalities in the context of supervision and surveillance of local administrations.

Our delegation exchanged information related to legislation and practices on anti-corruption strategies in the meeting with representatives of the French Anti-Corruption Agency (L’Agence française anticorruption). Following the meetings in Paris, our delegation received information and made a mutual exchange of views regarding the revenues of local administrations, revenue sharing, improvement of the financial transfer mechanism between the central government and local administrations, tools supporting the local business environment and economic development, as well as innovations in public procurement, in the meetings organized in Bordeaux with the participation of the Secretary General of the Municipality and the Heads of Departments. These meetings have been very useful especially in terms of providing a deep analysis into practices related to local administration system and recent developments in France.

A.1.1.12. Develop recommendations for the development of a secondary legislation (regulation) for honours and ceremonies arranged by local authorities

The activity was launched in June 2021, with a desk review of the legal frameworks regulating the honours and ceremonies in the EU member states.

A strategy has been developed to enable the MoI/MoEUCC to effectively respond to other countries’ requests for information and experience sharing on local administration reform processes.

In line with the findings of the review on other practices in EU member states and online fact-finding meetings held with the representatives of the MoEUCC and selected municipalities, a draft regulation regulating honours and ceremonies in Turkey was developed.

“Regulation on Expenditures from Municipal Budget for Representation, Hospitality dnd Ceremonies” was shared with the SGLDP and CGLA members and the municipalities participating in the fact-finding studies, together with the opinion form and the draft regulation recommendations were finalized as a result of the opinions and suggestions.

A.1.1.13. Assess the impact born by localizing EU acquis on the work and responsibilities of local authorities in Turkey

The activity has been completed.

Which chapters of the EU acquis to be selected was decided as part of the workshops held on 23-24 May 2019.

The activity focuses on the four chapters of the EU Acquis each of which will be elaborated under specific subtopics as below;

1. Chapter 12. Food safety, veterinary and phytosanitary policy – food safety
2. Chapter 19. Social policy and employment – social inclusion and social protection
3. Chapter 27. Environment -solid waste and noise pollution
4. Chapter 32. Financial Control-internal control and audit

Field study on these chapters was carried out in the provinces of Ankara, Ardahan, Burdur, Denizli, Eskişehir, Gaziantep, İzmir, Konya, Kahramanmaraş and Manisa. A report on these studies was prepared.

Workshops

To finalize the current situation analysis, 4-day workshops were held for each sub-topic in Ankara on 8-11 October 2019.

A.1.1.14. Develop and publish a full comparative assessment study on functioning of the local authorities

The activity has been completed. A comparative assessment and current situation analysis study were conducted on selected areas of service delivery (approximately 5 areas) in 6 selected EU member states.

Workshops

As part of the workshops held on 23-24 May 2019, a workshop was held with the participation of newly established support groups in order to include the forecasts and inputs of the municipalities in the report in order to complete the fact-finding mission.

A.2.2.1. Develop and implement local service delivery standards in order to simplify the processes for service provision

Workshops

The Workshop on Determination of Service Standards in the Scope of Development and Implementation of Local Service Delivery Standards was organized on 18 February 2020 with the participation of representatives including at least one participant from senior managerial level (Secretary General and/or Deputy Secretary General) from various service units (social services, early childhood and female-family services, health services, transportation services, zoning and urbanization services, environmental services, park, garden and recreation services, culture services, agricultural services, fire services, police services, etc.) of 10 MMs (Ankara, Denizli, Tekirdağ, Ordu, Muğla, Kahramanmaraş, Konya, Kocaeli, Van, Elazığ).

In consultation with MoEUCC and MoI, five service areas where local service delivery standards will be developed were determined at the focus group meetings held on 29 January 2020 (3rd SGLDP and CGLA meeting) and 18 February 2020 with the participation of 10 MMs. The results of the surveys conducted at these meetings were compiled for the Current Situation Analysis Report.

Structured online interviews were conducted with relevant representatives of five service areas in selected municipalities to gain a deeper understanding on specific areas that require service delivery standards.

Service areas were determined as public health, public transportation, fire service, elderly care and rural services each of which including crisis management aspect such as Covid-19.

Results of interviews and focus group discussions were compiled in a Current Situation Assessment Report of each service area.

Based on the findings from the fact-finding studies conducted with EU and Turkish municipalities as well as the desk review, draft service delivery need standards were developed for the use of municipalities on selected 5 areas one of which will prioritize public health service delivery standards in line with the emerging needs in response to Covid-19 outbreak and all other pandemics.

Draft service standards were discussed and finalized with the representatives of 10 selected MMs (Konya MM, Tekirdağ MM, Balıkesir MM, Kahramanmaraş MM, Gaziantep MM, Ordu MM, Muğla MM, Denizli MM, Ankara MM and Eskişehir MM) in two 1-day workshops held in Ankara on 18-19 August 2021.

Ten 1-day seminars are planned to be held in 10 selected MMs with the participation of governorships, district governorships, municipalities, provincial directorates of relevant ministries and other relevant institutions in order to provide information about the service delivery standards developed and to discuss their actual implementation at the local level. The first of these seminars was held on 1 September 2021 in Tekirdağ in the fields of preventive and protective fire services, public health and public health in public transportation services, the second on 3 September 2021 in Eskişehir in the fields of elderly home care, public health and public health in public transportation services, the third on 9 September 2021 in Ordu in the fields of agricultural support, public health, preventive and protective fire services and the fourth one on 13 September 2021 in Ankara in the fields of elderly home care, public health and public health in public transportation and agricultural support services.

Based on the results of the workshops and seminars, implementation guidelines were prepared for service delivery standards.

A face-to-face meeting was held with the Turkish Standards Institution (TSI) regarding the new standards on 12 January 2022.

A.2.1.1. Assess the impact of the implementation of legislation on local authorities

This activity was completed.

90 face to face interviews were conducted with the local administrators and the authorities at the national level. Focus Group Meetings and Workshops were organized as detailed below.

Focus Group Meetings

  • The 1st Focus Group Meeting was held on 11-12 December 2019 with the participation of the Deputy Mayors of the Metropolitan District Municipalities.
  • The 2nd Focus Group Meeting was held on 18-19 December 2019 with the participation of the Metropolitan Municipal Council Members.
  • The 3rd Focus Group Meeting was held on 25-26 December 2020 with the participation of former Mayors, Municipal Council Members and Bureaucrats.
  • The 4th Focus Group Meeting was held on 8-9 January 2020 with the participation of representatives of Metropolitan Municipalities and District Municipalities.

Workshops

  • The 1st Workshop (Workshop of Municipal Affiliated Organizations and Municipal-led Enterprises) was held on 12-13 February 2020 with the participation of the General Manager/Deputy General Managers of the Metropolitan Water and Sewerage Administrations, high-level representatives from the municipal-led enterprises and a Secretary General/Deputy Secretary General responsible for the municipal affiliates and enterprises .
  • The 2nd Workshop (Workshop on Social Services in Metropolitan Municipalities) was held on 19-20 February 2020 with the participation of Deputy Secretary Generals of Social Services from Metropolitan Municipalities and two Managers from related departments, as well as Deputy Mayors responsible for Social Services from Metropolitan District Municipalities.
  • The 3rd Workshop (Workshop on Impact Assessment of Local Administration Reforms) was held on 4-5 March 2020 with the participation of high-level representatives from the relevant central governmental bodies, 30 MMs, 26 Provincial Municipalities and Special Provincial Administrations in 25 provinces.

The National Conference was held on 21 October 2021 in Ankara with the participation of representatives from the Presidency, Ministries and other central governmental institutions, as well as Union of Municipalities of Turkey and Ilbank (Provincial Bank), governorships, metropolitan, provincial and district municipalities, provincial and district citizens’ assemblies, members of municipal councils, mukhtars, NGOs and the academy.

A.2.1.2. Develop a software system for monitoring of the progress against the implementation of reforms in local administration

The System Design Report and Recommendation Report on Improvement to the General Activity Report of MoEUCC were completed.

15 capacity building training themes (30 days in total) to be delivered to MoEUCC/GDLA staff who are involved in the preparation of the General Activity Report of Local Administrations (GARLA) were identified and the distance training programme on the topics including GARLA, budget management, budget analysis, municipal revenues, municipal enterprises, accounting, internal audit and control, accounts receivable, municipal loans, strategic plan and performance management was completed successfully.

A.2.1.3. Develop modelling for the implementation of new Metropolitan Municipality Model in different contexts and enhance cooperation and collaboration among the MMs based on the modeling developed

An online structured survey was conducted with the participation of 2150 representatives from both Metropolitan Municipalities and Metropolitan District Municipalities in the period of September-October 2020, and the results of the survey were used to match municipalities according to their needs and good practices in online experience sharing meetings.

The Needs Analysis Report was submitted and discussed with the Support Group on Legislation Drafting Process and Consultative Group of Local Authorities and experience sharing meetings were scheduled.

A.2.1.4. Develop and Deliver Customized General Management and Job Skills Training Modules for the Use of the GDLA to be delivered to new MM

This activity was completed.

An online structured survey was conducted in December 2020 with the participation of local administrators from MMs, members of metropolitan municipal councils and district municipalities of metropolitan cities. More than 1.600 representatives of municipalities participated.

Training Needs Assessment Report was developed and introduced at the online workshop conducted on 17 March 2021 with the participation of representatives from the Metropolitan Municipalities, Metropolitan District Municipalities and the Union of Municipalities of Turkey and the report was finalized.

In 37 topics (Importance and Roles of Human Resources Management, Basic Principles of HR Management in Municipalities, Introduction to Public Procurement Legislation, State Procurement Law, Personnel Employment Methods, Disciplinary Practices, Public Financial Management System, Municipal Revenues, Basic Municipal Knowledge, Duties and Authorities of Municipalities, Training Services of Municipalities, E- Municipality, Smart Cities, Brand Cities, Livable Cities, Cultural Heritage of Cities, Culture and Art Services, National and International Funding Sources for Municipalities, Project Cycle Management, Participation and Local Democracy, Participatory Planning, International Protocol Training, Development of Economy and Trade, Tourism Services, Expropriation, Zoning Law, Make-up and Implementation of Zoning Plans, Zoning Management in Metropolitans, Official Correspondence Rules, Archive and Document Management, Leadership and Executive Development, Quality Management, Time Management and Efficient Work, Communication and Public Relations, Presentation techniques, Diction and Elocution, Crisis Management and Problem Resolution) trainings were held with more than 1,500 participants and the training program was completed.

A.2.1.5. Conduct a study on the projection of new local administration system, which will be introduced with the abolishment of special provincial administrations in accordance with the Law No: 6360

Online interviews were conducted with 8 different focus groups (muhtars, service delivery, irrigation unions and relevant local authorities) consisting of approximately 46 participants.

A.2.1.6. Conduct a current situation analysis concerning the evolving role of neighbourhood management and road map for its improvement in light with the new local administration system, mainly the introduction of new MMs

Online interviews with central and local government officials were completed in November 2020. Online interviews were held with the participation of more than 60 representatives from central and local governments, provincial organizations and mukhtars, academicians, NGOs, Citizens’ Assemblies, Metropolitan and Metropolitan District Municipalities in order to receive their views and comments on the changing role of the neighbourhood management system.

Comparative Assessment Report on Neighbourhood Management and Report on the Results of the Interviews were prepared.

Three one-day consultation meetings at district, provincial and national levels were organized on 8 March 2021, 11 March 2021 and 18 March 2021.

A.2.2.2. Develop and Implement Participatory Local Governance Model for new 14 MM

Structured online interviews were completed with local participatory mechanisms and local stakeholders consisting of MMs, MM District Municipalities, central government provincial organizations, civil society representatives, Provincial and District Citizens’ Assemblies, mukhtars, academicians and researchers and more than 100 representatives were interviewed.

Three 1-day workshops were held on 1 April 2021, 2 April 2021 and 6 April 2021.

The Current Situation Analysis Report was completed.

Guidelines on Participatory Mechanisms was developed.

Two workshops were held on 20 and 27 April 2021. Within the scope of the activity, Hatay, Tekirdağ, Malatya and Balıkesir were selected as the pilot provinces, and the first round of trainings were conducted online and the second round of trainings were conducted face-to-face with the relevant representatives in all provinces.

The first of the 2-day town hall meetings to be held in the pilot provinces was carried out in Hatay on 6-7 September 2021, the remaining meetings were held in Malatya on 8-9 September 2021, in Balıkesir on 13-14 September 2021 and in Tekirdağ on 16-17 September 2021.

A.2.2.3. Assess EU experiences with good practices and lessons learned for enhancing transparency and accountability in local authorities and develop recommendations to a draft secondary legislation for enhancing transparency and accountability in local authorities

Fact-finding visits were conducted with 10 institutions in August 2019.

Workshops

The 2-day workshop on “Transparency and Accountability in Local Authorities” was held on 13-14 January 2020 with the participation of approximately 75 people from the central institutions and governmental organizations, MMs and the related NGOs. In the workshop, the preliminary findings of the “Comparative Assessment Report of Turkey and European Union Countries on Transparency and Accountability” were discussed. The following 4 working groups were formed in the workshop and the related issues were discussed accordingly. A report on the workshop results was prepared both in Turkish and English.

Study Visit

The second study visit of the LAR III Project was conducted to Slovenia and Italy on 20-24 January 2020 within the framework of the activity of our Second Component “2.2.3 Improving Transparency and Accountability in Local Administrations”. 14 participants in total, including the officials from the Ministry of Interior, Directorate General for Provincial Administrations and the Ministry of Environment and Urbanization, Directorate General for Local Administrations, the representatives from the Union of Municipalities of Turkey and MMs such as Ankara, Erzurum, Istanbul, Izmir, Istanbul, Malatya, Mardin, Muğla Metropolitan Municipalities at the level of Secretary General and Head of Department, as well as the Chief Technical Advisor, M. Ferhat Emil and the Key Expert on Inclusive Local Governance Processes, Gökhan Mehmet Menteş from the UNDP LAR III Project Technical Assistance Team participated in the study visit.

In the Slovenia part of the study visit, the issues such as local administration system in Slovenia and the role of citizen in decision-making processes of local authorities were addressed with the Mayor and Municipal Council Members of Ljubljana, as well as the issue of preventing corruption was discussed and good practices in this area and the related national conjuncture were analyzed in the meeting with the representatives of the Slovenia Branch of the Transparency International through an exchange of views on this matter. The delegation also visited the Commission for the Prevention of Corruption of the Republic of Slovenia and exchanged views with the officials on the legislation and practices in this field. Finally, a technical meeting was held with the relevant experts from the departments responsible for transparency and accountability of the Novo Mesto Municipality on the issues and practices related to public procurements and tender processes of local administrations in the EU system and digitalization of municipal work.

Within the scope of the study visit, our delegation came together with the officials from the Italian Department of Public Administration, the Anti-Corruption, Audit and Transparency Department of the Lombardy Region, the Municipalities of Milan, Vicenza and Schio as well as the representatives of NGOs such as the Italy Branch of the Transparency International and the Avviso Pubblico (Voice of People) which was formed by Mayors against the mafia, and found oppotunity to learn about the local government practices in the fields of audit, guardianship, anti-corruption, action plans for the modernization of public sector and financial transparency in local administrations.

A.2.2.4. Develop a policy paper on reforming the Local Government Electoral System and Strengthening of Municipal Councils

The activity was completed.

Structured interviews were completed through 8 focus group meetings with the participation of more than 50 representatives from MMs, district municipalities, municipal councils, universities, NGOs and central governmental institutions.

Comparative Assessment Report on the Roles and Functions of Municipal Council Members and the Related Electoral Systems in Three EU Member States was developed with important contributions of an International Expert.

6 regional consultation meetings (2 online and 4 face-to-face) were completed as of 14 July 2021 with the participation of more than 250 municipal council members and representatives of municipal councils.

A.2.3.1. Conduct Needs assessment for public awareness on urbanization targeting the disadvantaged groups (population affected by internal migration, youth, women, children)

Survey was conducted on 10.000 households and report on the survey results was completed.

Based on the survey results, the needs for public awareness-raising interventions were specified in the Needs Assessment Report completed on 23 May 2020; in addition, the preliminary design and scope of the capacity building programs carried out within the scope of A.2.3.2 and A.2.3.3 were presented.

A.2.3.2. Design and implement capacity enhancement programs on urban awareness for the staff of Women Centers, Child Development Centers and other relevant social service units

The activity was completed.

A needs analysis study was completed based on the results of the survey conducted within the scope of the activity “A.2.3.1” and training materials for the staff of social service units at the local level were prepared accordingly.

5 different training modules were prepared for the staff of the Women’s Centers, Children’s Centers, Youth Centers, Elderly Centers and Disabled Centers of the municipalities.

Applications for distance training programs were received through online tools and Urban Awareness Training for the staff of Women, Children, Youth, Elderly and Disabled Centers was successfully held online on 26 November, 3 December, 10 December, 17 December and 24 December 2020, respectively. Approximately 500 personnel benefited from the training program. The training program was also broadcast live on YouTube and according to the results of the evaluation survey conducted at the end of the training, the satisfaction with the training program proved to be high.

A.2.3.3. Design and implement capacity enhancement programs on urban awareness to be delivered to selected staff of MM

The activity was completed.

Applications for distance training programs were received through online tools. The urban awareness training program started on 7 January 2021 and repeated for the following four weeks. According to the results of the evaluation survey conducted at the end of the training program from which more than 400 staff from MMs benefited, the satisfaction with the training program proved to be high.

Component 3: Online Management Information Systems (Update of the YERELBİLGİ System)

The transfer of YERELBILGI software from the Ministry of Interior to the Ministry of Environment and Urbanization, Directorate General for Local Authorities was carried out in accordance with the protocol signed between the Ministries on 15 February 2019. It was decided at the meetings held on 23 October 2019 and 31 October 2019 to enable the YERELBILGI system to work as an archive, to provide an adaptable business intelligence software through transferring the information in the existing software and to activate it within the Ministry of Environment and Urbanization.
The activities to be carried out and the outputs to be produced under Component 3 are listed below.

A.3.1.3. Deliver tailor-made trainings to the staff of GDLA on effective use of the software system in alignment with YERELBILGI management system

The orientation and training program of Form Yerel Bilgi and Rapor Yerel Bilgi systems started on 23-24 August 2021 in Ankara and it was carried out in 7 regions in Turkey and a total of 13 provinces (Ankara, Bolu, Trabzon, Samsun, Van, Istanbul, Bursa, Izmir, Antalya, Mardin, Gaziantep, Kayseri, Erzurum) with the participation of approximately 1600 representatives from municipalities and local administration unions from surrounding provinces.

The data collection infrastructure called Form Yerel Bilgi has been put into use and local authorities started to enter their data.
